I didn't consider this a problem either, but had it and when OP asked, I told I see this on my system as well.Frankly, I don't even know how the offending blinking looks like. If it's the one time redrawing of the skin after WinKey + D, it did happen to me from the first time I tried replicating what the OP experienced (and I mentioned it between brackets here), it's just that I never considered it a "problem" or something that would need "fixing" - that's how windows (and Windows) work:
