It's not possible to re-organize the default context menu items, but you can add custom context menu options pretty easily, and will effectively add it to the top. To replicate the refresh option, you would just add this to the Rainmeter section:You could also use mouse actions, you could add a button to the skin, you can refresh it via a hotkey using the Hotkey plugin, many options are available.
