I found out a solution. You just have to make the Underline meter got shown only when #CURRENTSECTION# is 7 in the sStatLetters meterstyle.

In the Underline,

Hidden= ([#CURRENTSECTION#:Y]<5?1:0) 1

And in the sStatLetters,

MouseOverAction=[!SetOption #CURRENTSECTION# SolidColor "#Aqua#,100"][!UpdateMeter #CURRENTSECTION#][!ShowMeter #CURRENTSECTION#Info][!SetOption Underline Hidden "(#CURRENTSECTION# = 7 ? 0 : 1)"][!UpdateMeter Underline][!ShowMeter #CURRENTSECTION#Line][!UpdateMeter #CURRENTSECTION#Info][!Redraw]

MouseLeaveAction=[!SetOption #CURRENTSECTION# SolidColor ""][!UpdateMeter #CURRENTSECTION#][!HideMeter #CURRENTSECTION#Info][!HideMeter Underline][!HideMeter #CURRENTSECTION#Line][!UpdateMeter #CURRENTSECTION#Info][!Redraw]
